The Town of Chapel Hill is implementing a traffic control plan that could cause significant traffic congestion around UNC Hospitals.
Many roads will be blocked or restricted to one lane starting between 7:30 and 8 p.m. If working Halloween night, plan to allow plenty of time to arrive at work.
On Halloween night, plan to access UNC Hospitals from the South via Manning Drive, Mason Farm Road or Columbia Street. Don't forget your UNC Health Care ID, either, as the University will be charging $10 for event parking for visitors.
Contingency plans have been developed for this event and include EMS access to UNC Hospitals should Manning Drive become too congested. ATTENTION UNC STUDENTS, STAFF, AND FACULTY:
On the evening of Friday, October 31, 2008, numerous campus parking lots and services will be affected by Halloween operations. Streets adjacent to campus will also be affected. Consequently, it is highly recommended that students, staff, and faculty take a few moments to familiarize themselves with the overall parking and transportation plan. Advance planning and preparation on the part of everyone will go a long way toward making the operations plan work better and toward making the evening as enjoyable as possible.
To support the regular academic function of the University, the medical mission of UNC hospitals, and in hopes of supporting Chapel Hill's plan of a more "home town" Halloween, ALL parking regulations as well as several temporary parking restrictions will be in effect from 7:30 a.m.
on Friday, October 31 through 8 a.m. on Saturday, November 1.
(For example, Stadium Drive parking normally requires an S4 permit Monday - Friday, 7:30 a.m. - 5 p.m. For Halloween, it will require a valid S4 permit from Friday, October 31 at 7:30 a.m. until Saturday, November 1 at 8 a.m. Any vehicle without a valid S4 permit between Friday at 7:30 a.m. and Saturday at 8 a.m. will be ticketed and possibly towed. The restriction illustrated by this example will apply to all permitted lots and all normal reserved spaces that are not already 24-hour spaces.)
UNC student and staff Halloween visitors should NOT come to campus prior to 6 p.m. There will be no place for Halloween guests to park until weekday employees can leave campus between 5 p.m. and 6 p.m. After that time, $10.00 public parking in specifically designated lots can be established in several locations across campus. Additionally, several campus parking lots and roadways will be closed at various times throughout the evening. Vehicles parked in or along closed areas will be ticketed and towed at the expense of the owner (see website for details).
Parking Control Officers and tow trucks will be on duty on campus throughout the day on Friday, October 31 and for the duration of the evening to enforce the parking and road restrictions (including the early hours of Saturday morning).
Illegally parked vehicles on the UNC campus on the evening of Halloween will be cited and towed at the expense of the owner, including vehicles parked on the sidewalks, landscape, in fire lanes, in reserved spaces, and in restricted areas, etc. Payment for the citation, the tow, and any outstanding balances owed to the UNC Department of Public Safety WILL BE REQUIRED BEFORE the vehicle will be released. Towing fees range from $90 to $110 and citations range from $20 to $250. Cash and credit card payments will be accepted from 7:30 a.m. Friday, October 31 until 2 a.m.
the Saturday morning, November 1. Cash and credit card payments will not be accepted from 2 a.m. Saturday morning until 7:30 a.m. Monday morning, November 3.

UNC POINT-TO-POINT SHUTTLE SERVICE:
The Point-to-Point Express campus shuttles will run during their normal hours on Halloween night. The route will be modified, however due to the closing of portions of Raleigh Street, Franklin Street, and Columbia Street. On Halloween ONLY, the P2P Express will run in the opposite direction (clockwise) than all other nights.
-- P2P Express will NOT serve the following normal stops: (1) Swain Hall, (2) Granville Towers, (3) Stops along Rosemary or Franklin Streets, (4) Stops along Raleigh Street north of Cameron Avenue.
-- P2P Express WILL stop at the following extra stops on Halloween night
only: (1) Bowles Drive just below Hinton James Residence Hall, and (2) Cameron Avenue across from the Old Well.
TOWN OF CHAPEL HILL STREET CLOSINGS:
The following downtown streets will be closed to vehicular traffic at 8:30 p.m. on Friday, October 31:
-- Franklin Street: Raleigh Street to Roberson Street
-- Columbia Street: Hillsborough Street to Manning Drive
-- Raleigh Street: East Franklin to Cameron Avenue
-- South Road: Country Club to Pittsboro Street
-- McCauley Street: From Pittsboro to Columbia and the neighborhood off Pittsboro Street
-- Stadium Drive: From South Road to Ridge Road
-- Battle, Boundary, and Park Place: Blocked at Franklin Street
-- Country Club Road: From South Road to Cameron Avenue and from Ridge Road into the Laurel Hill neighborhood
-- Cameron Avenue: From Country Club to Pittsboro Street
Note: Residential streets near downtown will be closed except to residents of those streets and their guests.

CHAPEL HILL TRANSIT:
The Town will NOT provide shuttle bus service from four Park-and-Ride Lots this year. Out-of-town patrons are encouraged to stay at home or go somewhere other than Chapel Hill. Key traffic lanes will be reduced to make it more difficult to enter Chapel Hill.
Chapel Hill Transit Safe Ride routes will attempt to operate the normal printed schedule for the "Safe Ride T," "Safe Ride JV," and "Safe Ride G" routes along the detoured routes. Safe Rides will not serve Downtown / Franklin Street area. Please be advised that due to road closures and traffic pattern changes, Chapel Hill Transit may be unable to operate its exact usual schedules. The "Safe Ride JV" and "Safe Ride G" routes will pick up and drop off from Columbia Street (Sitterson Hall across from Carolina Inn). The "Safe Ride T" route will pick up and drop off at the Chapel Hill Town Hall.
