2014 Annual Enrollment extended through Nov. 15

Don't miss your chance during 2014 Annual Enrollment! The priorities during State Health Plan enrollment are for everyone to select a plan, select a PCP (you can update your PCP selection at any point both during/after enrollment), complete a health assessment, and complete a smoking attestation. Within the past week, more UNC Health Care PCPs were added to the State Health Plan/Blue Cross and Blue Shield of North Carolina database.

The Open Enrollment period for the State Health Plan (SHP) and NC Flex is now extended through Nov. 15, 2013. Employees will now have until Nov. 15 to take action during SHP enrollment or they and any enrolled dependents will be enrolled in the Traditional 70/30 Plan.  Please Note: The extension does not apply to any other benefits, i.e. Met Law, Met Life, Liberty Mutual, etc. 

Because of the UNC Health Care payroll processing deadlines and the early holiday processing, SHP and NC Flex enrollments processed after Nov. 1 may not be reflected in the Dec. 4 payday. This will result in duplicate deductions in the Dec. 18 pay check. For example:

Every effort is made to check for accuracy to ensure premiums are correct. Beginning with the January pay, the correct bi weekly premiums and the HISP should be reflected. NC Flex premiums will begin to be deducted beginning with the Jan. 14, 2014 payday.

State Health Plan enrollment

Please note that all current enrolled participants in the State Health Plan have been moved to the Traditional 70/30 Plan for 2014. If you do not want to be on the 70/30 plan you are REQUIRED to act during annual enrollment or you will remain on the 70/30 for 2014. NO EXCEPTIONS!

We continue to work with the SHP and BCBSNC to clarify and find answers on the questions you have raised during enrollment and will share updated info as it becomes available.

State Health Plan Rates
A 3.57% rate increase is effective Jan. 1, 2014, for the State Health Plan. Remember that Health Insurance premiums are paid one month in advance. Updated premiums will begin in the Dec. 4 paycheck. Click here to view 2014 State Health Plan rates.

Additionally, the State Health Plan has created three Wellness Incentives that have a direct impact on employee premiums for employees who enroll in the Enhanced 80/20 Plan or the new Consumer Directed Health Plan (CDHP).

Wellness Activities:

To receive premium credits and be eligible for the HISP on the 80/20 plan (see below), the following wellness activities must be completed NO LATER than Oct. 31, 2013.

  • Identify a  Primary Care Physician (PCP) - For employee and ALL covered dependents
    • More UNC Health Care PCPs have been added to the State Health Plan/Blue Cross database within the past week. The most important point is to select a PCP before enrollment ends Oct. 31. You can update your PCP both before/after the enrollment closes.
  • Complete a Health Assessment  - Employee only
  • Complete a Smoking Attestation - For yourself and covered spouse (if applicable)

Completion of each wellness activity earns an employee a credit toward his/her monthly premium. Completion of all three wellness activities ensures the employee pays the lowest premium possible. 

UNC Health Care's Health Insurance Special Pay (HISP)
The Health Insurance Special Pay Program (HISP) has been revised to support the State Health Plan Wellness Initiative:

  • HISP will be funded at 40% for the Traditional 70/30 plan.
  • HISP will  be funded at 40% for the Enhanced 80/20 plan ONLY if all three wellness activities are completed.

Employees enrolled in the Enhanced 80/20 who do not complete ALL three wellness activities and those enrolled in the new Consumer Directed Health Plan are not eligible for HISP.
